This is a big part of NASA's problem.The evil Tom Delay recently added NASA Johnson Space Center to his kingdom during the jerrymandering scheme he pulled off in Texas last year.

Clarification:
I hope I did not give the impression that it is Tom Delay's evil nature that causes problems for NASA.
*Any* federal politician trying to strong arm the agency for their own benefit is a problem.
